The indigent program relief was provided for the families of soldiers. She was granted relief based on her
husband's service, it was not he, who was granted the award. Without seeing her actual application, we do not
know if she knew of his status, dead or alive, etc.

The Act set aside $1,000,000 annually to be paid the "families, widows, and dependents of soldiers currently serving in State or Confederate forces, or of soldiers killed or disabled in service."
