Thank you, Vickie. That adds some new details that are a little different than what I thought. So these prisoners were the final remnant of Sibley's force who were to be taken to Ft. Bliss and then it would be up to (?) to get them to San Antonio.

Did Union forces still have a presence at Ft. Bliss, or was he turning them over to Confederate representatives there? How were they to get to San Antonio? I had the impression that soldiers of the California Vol. Cav. and Inf. took them under guard all the way to San Antonio.

I think I'm missing something and need to reread the documents in the OR.
