When the compiled service records were put together it was not done for the convenience of researchers. It was done so the convenience of the War Department to answer repeated request of the Southern states to verify the service of a person claiming to be a veteran. This in turn helped the states verify and validate pension claims.

The "See personal papers of W. S. Bledsoe" would be Bledsoe's compiled service record.
