Isaac Gray Woolsey and W. Scott Bledsoe

Before I. G. Woolsey became Captain of Co. C, Eighth (Dibrell's) Tennessee Cavalry, he served as a private and later a quartermaster with Scott Bledsoe. Woolsey's service record is filed with the Fourth Cavalry (Murray's) because in September 1862, Bledsoe's independent company joined the Fourth Cavalry. By that time, however, Woolsey was serving under Dibrell.

In Woolsey's "Fourth Cavalry" service record, there is a notation "See personal papers of W. S. Bledsoe." Does anyone know of "personal papers of W. S. Bledsoe"? When the War Department compiled the service records for these soldiers, where did they think people would go - in the Archives - to find these papers? Are they with Bledsoe's compiled service record?
