On 13 Nov 1860, the SC General Assembly ratified "An Act to provide for the calling of a Convention of the People of this State" in Columbia on 17 Dec 1860, "for the purpose of taking into consideration the dangers incident to the position of State in the Federal Union established by the Constitution of the United States, and the measures which may be necessary and proper for providing against the same, and thereupon to take care that the Commonwealth of South Carolina shall suffer no detriment." The act further called for an election of delegates to be held in the several judicial districts of the state (i.e., counties) on 6 Dec 1860. Each district was entitled to elect the same number of delegates as it had in the General Assembly, and any free white male citizen of the state aged 21 and up who was eligible to vote for members of the General Assembly was eligible to serve as a delegate. It was these duly elected delegates who adopted the Ordinance of Secession in Charleston on 20 Dec 1860, in the name of the People of the State of South Carolina.
