Yes Wiley Russell is a member of the 7th Regt. Miss. Inf. Our roster listing for him is as follows:

Company I"Covington Rifles" aka “Covington Rangers”
Russell, Wiley Pvt. died at Tullahoma, TN 17 Nov. 1862, pneumonia. [Buried at Maplewood Confederate Cemetery, Tullahoma, TN; Inscription: “Russell, Wiley Pvt. Co. I, 11/17/1862”]

In addition to Wiley, we have another Russell in Co. I.

Russell, Wesley Pvt. discharged and returned; WIA Chickamauga; to hospital 8-21-64

We do not know if he is related and do not have any other information on him after he was sent to the hospital. The regiment was in the ditches on the west side of Atlanta at this date.
