You're right.
I wanted to make the point that the Federal government had already made arrangements to move all POWs to the mainland and didn't intend to do anything extra. Also, according to customary procedures involving POWs, paroles were issued at the point of exchange, which happened to be Camp Warren on the Big Black River, May 6, 1865. For some reason that I don't understand, many of these same soldiers many were issued new paroles after reporting to camps at Meridian, Columbus and other points in the interior.
