Gun Control in Mo

I found an interesting communication on page 641 of the Cornnel univ volume of the OR. On Mar 24 1862 Provost Marshall Gen.Bernard Farrar intstructed Maj. Snedicor Provost Marshall of Fulton, Mo to disarm all the disloyal residents. Did any attorney at the time contest such actions has a violation of the 2nd addmendment? Did Provost marshalls try to confiscate firearms often in Mo during the CW? Obviously gun control was not sucessfull at combating bushwackers they according to author T.J. Stiles were if anything better equipped with their Sharps carbines and multiple Colt revolvers vs say the 2nd Colo with their Starr carbines and Savage revolvers. Would it be fair to suggest has author Michael Fellman did that a civil right in CW era Mo was what ever a Provost Marshall decided it was ?
