Well, that little mystery I DO know! That is the Union Department of the Missouri commander Major General William S. Rosecrans. Rosecrans was in charge of all Missouri military operations during nearly all of 1864 as a chance to redeem himself after his defeat at Chickamauga in Georgia in September 1863. The other gentleman is Captain George W. Ford, who Rosecrans placed in charge of the Port of St. Louis (Reference: "Official Records of the Union and Confederate Armies," series 1, vol. 41, part 2, pp. 199, 200). Captain Ford was also in charge of the security of the Port of St. Louis, and access to the port was strictly controlled in 1864 to prevent any more Confederate boat burnings that had plagued the waterfront shipping earlier.

I wonder why Mark Fortune needed such a pass to move around the riverfront. It must have had something to do with his livelihood at that time. That could be of more interest to you than his membership in the 22nd EMM.

Also, I cited something incorrectly in my earlier message. The officer roster of the 22nd EMM I found in the 1863 volume of the MO Adj. Gen. annual report, as the 22nd EMM was not listed in the 1865 version.
