U.S. Draft in Louisiana 1865

Hi,
I'm aware that the US held a draft in New Orleans in early 1865 and then in the summer of that year finally notified the draftees that they did not need to report for induction. See the 10 Mar 1865 Daily Picayune for example.

I'm puzzled why the US would hold a draft so close to the end of the war and why in Louisiana (although I know La. had been re-admitted to the Union at this point). The list of the draftees were published together with their districts and occupations which is pretty valuable.
Any insights?
