You have the wrong William W. Lillard. The one you mention is from east Tennessee. The one we speak of is from the Columbus, Kentucky area. I have researched the correct unit, since it is a Kentucky unit, and have verified the status of most of its members from the Columbus area of Kentucky. You are looking at the wrong NARA microlfilm. NARA has it as an independent Confederate unit with no state affiliation even though it is correctly a Kentucky unit.
