Pensions were awarded from any former Confederate States soldier residing in their state at time of application, regardless of state served.

In this case, I would assume that the Georgia Pension Board had a question regarding his service with the 36th Georgia, but had no such question re his service with the 9th Mississippi. Hence their query with the war department as to validation of his service with the 36th.

If they accepted his service with the 9th Miss., I would not believe they would need to question other service. Seems a mystery to me.
