Reinterment of federal dead

In what year did the federal government start the reinterment of federal soldiers, buried in Georgia, to a national cemetery? Was the job of finding and relocating the dead contracted out to locals or was there a department in the army that was responsible for this job? I know of one "Unknown Union Soldier" buried here in Heard County, and have heard of some buried in Carroll, Spalding, and Coweta Counties. Also If the relocation of remains was let out as contracts, how did the people in charge of the reinterment actually know who's remains were actually brought in for burial?? No matter who actually brought in the remains, did they have a list of missing or dead, and the general location of where they were buried? What would the possibility of a federal being buried in a city cemetery, with a marker, and the detail came to the area, found him, dug him up and left the marker where he was buried?? I realize some of these questions cannot be answered, but any and all help will be appreciated.
