It would appear that it would be higher than 3.4 percentage however my research on one regiment is going to be skewed in the respect that one regiment does not make an Army. There does seems to be some early correlation between the 1862 Confederate conscription act and foreign born soldiers. Neal's work on the 9th Georgia is outstanding in my opinion and he has put a lot of time and research into it over the years. My current research has nothing to do with a Georgia regiment.
