I believe he could have been in any of the Atlanta hospitals.

Surgeon Willis F. Westmoreland was at the time Surgeon on the Officer's Examining Board.

At the time in question, Westmoreland was Surgeon in Charge of the Medical College Hospital, Atlanta.
