Greg, Rollins atributes the quote about "the flag with the long while tail to it" as being said by Confederate General Stephen D. Ramseur and is taken from the London book on the 32nd N.C.T. I also can't see why the 32nd N.C.T. would receive an example of a second national flag forwarded to the ANV since they were assigned to the ANV only a short time before the Gettysburg campaign.
