The flags with rectangular cantons were both from Cincinnati Depot and New York Depot. Before the Cincy depot ramped up the two local flag makers there, Longley & Brother and the John Shillito Company, were making flags for area units, some embroidered. All of the depots, including St. Louis and Philadelphia, used area professional flag makers.

In the video the canton of that flag sure looked like the oval star pattern of the Philly Depot hence the question. Despite the fact that the Union divided their QM depots into regions to supply troops in each region, they often crossed regions to fill orders and this includes flags. A number of Western Union regiments got flags from both Philadelphia and the New York Depots when Cincy could not fill the requisitions.

Some cities also had flag makers like St. Louis, Chicago, Indianapolis, Cleveland, Boston etc. that sold flags directly to units and not via the depot system.
