I did wonder about the star pattern as most early western star patterns seem to be in star or rectangular configurations; however, the description of the flag construction " double silk and was embroidered" suggests that it was made by a professional flag maker.

Kip Lindberg is fairly keen on authenticity so I don't think he would have used the Philadelphia pattern without some evidence, I have his email somewhere and will try and contact him to see if he can shed any further light on the subject.
