I am not sure why the Second National was designed with a ratio of 2:1 which is really goofy if you ask me. If you read the Richmond Enquierer (might have been the Dispatch) when the Seco0nd national was adopted, the first flags made were of the more correct 2:3 ratio. I cannot recall if I have ever seen a Second national with 2:1 ratios. I think the makers knew better than the politicians in this case.
