Adhering to the new government law of May 1st, 1863, on May 13th the Confederate States Navy Department issued drawings to their European embassies of the new 1:2 proportion flag indentifying CS vessels. Two weeks later the Navy switched to a 2:3 proportion for their new ensigns but not before a few had been made and issued to some of their ships according to Madaus in his classic Rebel Flags Afloat. In his book, he goes into more detail and includes a few drawings of those 1:2 SNF naval ensigns.
