Ken,

This is probably the 38th SC Militia Regiment that is mentioned. Not all of these units mustered into CS service particularly as extant full units. Some men, as you have note, would join the SC volunteer units while others do not show up at all.

I would email Ron Field about this one as he knows the SC militia very well and might be able to help.
