I would think that Fort Huger flew a First National of between 8 and 10 stars at least - unless the flag actually survives we will not know. The fort would not have flown a Magruder pattern battle flag as those did not exist until April 1862 and the flags were for the units of Magruder's Army of the Peninsula only.
