The seal on the eBay flag is essentially the same as on the early 20th Century Vermont State Flag in my collection. Please see the link to my Flickr account below. The Horstman eBay flag has a much finer rendering of the central image than the one in my state flag, but it is clearly the same arms.

The links you posted show flags that include the full coat-of-arms as adopted in 1862, but apparently the civilian State Flag continued to use the pre-ACW arms. So the eBay flag could be Mexican War, ACW, Centennial World's Fair, Columbian Exposition, Span Am, WW I, or just a town hall flag.
