A quick reference--this is discussed briefly in Volume 1 of Richard Sauers' books on the Pennsylvania flags, "Advance the Colors." There are a couple of paragraphs on p.42, and as mentioned, flags of the USCT took a big hit, particulalry Pennsylvania's USCT regiments.
