Gideon M. Waugh was commander of the Federal 2nd Arkansas Infantry.

The only surgeons from Kansas with those surnames were:
Surgeon Joseph P. Root in the 2nd Kansas Cavalry...enlisted 1861 and was discharged at Little Rock in April 1865.
Asst. Surgeon Josiah D. Adams in the 11th Kansas Cavalry. He mustered in Oct 1862 and mustered out Sept 1865.

Don't have anything on Newsome or Abbot. Given that she said Abbot was a Southern sympathizer, it is possible (likely) that Abbot wasn't a US officer at all, but rather a civilian steamboat captain whose boat was in the employ of the Federal army as a transport.
