Pursuant to instructions from Department Head Quarters, Gen'l Steel was instructed to place Gen'l Cooper in arrest, as soon as the public interests would allow and order him to report to the Lieut General commanding because of charges preferred by Capt [Thomas J.] Mackey. At the time when the enemy drove my pickets in front of Van Buren [Arkansas]: on the 28th Dec 1862, the enemy being also at Fort Gibson [Oklahoma], I ordered General [Douglas H.] Cooper to retire his command upon his depot of supplies, subsistence stores should have been at Johnson's Depot [Oklahoma], on the Canadian, about 90 miles from Fort Smith [Arkansas], towards which place I expected him to march. He moved accordingly in that direction, [Charles] DeMorse's [30th Texas Cavalry] regiment is not with him, and never has been, I have been informed that Col DeMorse refused to obey the order sent him to report to General Cooper. [Walter P.] Lane's [(Lane's)1st Texas Cavalry, Partisan Rangers] regiment Lieut Col [Richard P.] Crump, commanding is at Fort Smith under immediate command of Gen'l [William] Steel, but is reduced to about 100 men,. For further information as to this brigade, see my letter of instructions to Brig Gen'l [John S.] Roane, dated Nov 25th 1862, and my order organizing Roane's Division, copies of which have been heretofore forwarded to your office.

This brigade moved from the Mouth of Piney on the 10th inst, by way of "Spadra Bluff" [Arkansas] where it crossed the Arkansas river, in the direction of Johnson's Depot C.N. [Cherokee Nation, Oklahoma] under orders given by the Department Commander who was then at my Head Quarters, Col [Joseph W.] Speight was instructed by me to send forward couriers to General [William] Steele, at Fort Smith [Arkansas], notifying him of his movements, and to obey such orders as he might give. I have had no report of his movements since he crossed the Arkansas at Spadra. Since that date General [William] Steele's command has ceased to be of the First Corps, by order from Department Head Quarters,

[Asa S.] Morgan's regiment belongs to [Dandridge] McRae's brigade, and was, on the march from Fort Smith, [Arkansas] sent to Dardanelle [Arkansas] to protect the public property at the latter place. He has since been ordered to this place, and is now on the way down on the s south side of the river, having been relieved at Dardanelle by the non=effectives of [Charles A.] Carroll's brigade, and [John S.] Marmaduke's Division.

Marmaduke's second brigade was that of Col C [Charles] A Carroll. I have heretofore detached Carroll's brigade permanently, the two commands do not serve harmoniously together. Col [Joseph C.] Porter's brigade of Missouri Cavalry has been assigned to General [John S.] Marmaduke. I do not know what regiments compose it, no report having yet reached me. The light pieces of artillery, eight in number which were in Marmaduke's Division, were found to be worthless, and were turned over to my Ordnance Officer, with instructions to turn them over to the Ordnance Officer at this place. They are now at Dardanelle [Arkansas] awaiting transportation. The Company ([James S.] Shoups), which was organized for these pieces, and which had been made up of detailed men, was disbanded, the men sent back to their original Commands, and the officers relieved of duty. On 28th inst, upon learning the movement of the enemy towards Van Buren, [Arkansas] I instructed Gen'l Marmaduke, by telegraph, to move from Lewisburg [Arkansas] towards Springfield [Missouri] or Rolla, [Missouri] and get in the enemy's rear. He marched accordingly, since which time I have had no report from him. His non-effectives numbering three or four hundred under command of Lieut Col [Merritt L.] Young were left by him, at Lewisburg [Arkansas]. I ordered them, recently, to Dardanelle [Arkansas] as instructed by the Lieut General Commanding, to which place they have proceeded.

Stationed in front of Clarksville [Arkansas], 12 miles, picketing and scouting, towards Fayetteville, [Arkansas] Huntsville, [Arkansas] and Jasper [Arkansas] Col Carroll has been authorized by me to move his Head Quarters, to Dardanelle or Clarksville, should it be necessary, which I think will be the case. I have authorized Col Carroll to take command of the battalion of Cavalry, being raised by me, under authority from Department Head Quarters, for the purpose of operating in the mountainous Counties of the west against marauders &c. I have also authorized him to receive from my ordnance officer at Dardanelle two (2) Iron guns, now there, with the equipments, Ammunition &c, and to extemporize a Battery for the same by detailing capable officers, and men, for that purpose from his Command.
