By 1868 the military plot was designated a national cemetery for deceased Union soldiers who had been buried throught the state of Arkansas. Therefore in 1868, the United States soldiers were gathered from Dardanelle, Lewisburg, Jenkins Ferry, Princeton, Marks Mill, Pine Bluff and DeValls Bluff and were reinterred in the national cemetery.

He's not listed in the book, but taking a glance throught the S's to see if there were any logical transcription errors that could be him, there are a number of other members of the 12th Michigan listed that died of diease or accident at DeVall's Bluff about the same time Smalley died who are now in the Little Rock National Cemetery.
