Two of the existing flags taken at Jenkins Ferry from Arkansas units are both 2nd Nationals. 3rd Nationals were probably not in use by very many units, especially those in the west. I would predict a 2nd Natl. Second Nationals were not in much use until mid to late 1863 depending upon the area. It is stated that Stonewall Jackson's coffin was draped with a 2nd National as one its earliest uses when first adopted. Prior to that either the various regimental flags or the 1st National versions would have been used.
