Mark, there's no record of anyone named Kise in the Sebastian County militia, but those records are extremely fragmentary. Sebastian County militia companies were part of the 51st Regiment Arkansas Militia.

I wonder if the reference to his rank of first lieutenant is the result of confusion with the record of another Kise? Frederick Kise served as a first lieutenant in the 1st Arkansas Cavalry, U.S. Volunteers. He enlisted in Co. A, 1st Arkansas Cavalry, U.S.V., in Sebastian County, Arkansas, on May 18, 1862; age 26, born in Marion County, Ohio. He was mustered into service as a corporal on July 3, 1862, for three years. He was promoted to sergeant on January 1, 1863; was wounded in action at Fayetteville, Arkansas, on April 18, 1863; promoted to first sergeant on May 1, 1863; promoted to first lieutenant on June 4, 1865; and mustered out of service with his regiment at Fort Smith, Arkansas, on August 23, 1865.
