Since Carter is such a common name, you would do well to start with a definite state and county before trying to search military records.

Do you have enough to identify the Carter family on the 1860 census? If not, then locate them on the 1870 or 1880 census. That way you can at least determine where and when children were born. Of course that should place parents as well.
