In a quick glance at the 1860 Tuscaloosa census, it does appear that they may be brothers, or at least closely related.

They are only living a few households away from each other (if I have identified the right James W. and Jno. W. Savage in the census).

Jno. W. is living in the household of 50 year old Willy and 46 year old Bascaline Savage. A couple of doors away is 81 year old Zac Savage (Willy's father, perhaps).

James W. is living in his own household.

Both James W. and Jno. W. were born in S.C.
