The reply I received.

Dear Mr. Purvis,
Secretary of State Eric Clark referred your message to me for response.
The Mississippi Department of Archives and History is the agency of state government which oversees the state's historic preservation efforts. In 1997, the Mississippi Legislature established the Mississippi Civil War Battlefield Commission and charged it with the responsibility of identifying and prioritizing protection of Mississippi's Civil War sites and structures, as well as coordinating financial resources dedicated for preservation efforts. A report from the Commission is submitted to the Governor by December 1 of each year. The present Commission members are Rosemary Williams (of Corinth), Stone D. Barefield, Dr. Sid W. Bondurant, Gary Carnathan, Danny Dilworth, W. Earl Faggert, Warren Grabau, C. Phillip Gunter, Richard Lingle (Chairman of the Commission), W.M. McClendon, and John M. Sullivan II. The staff support for the Commission is provided by Archives and History. By copy of this e-mail, I'm forwarding your message to Ken P'Pool, the director of the Historic Preservation Division of Archives and History, for a further response to your inquiry.
As an aside, I would note that Secretary Clark is a strong supporter of Archives and History's historic preservation efforts; indeed, we recently worked closely with the department on preserving a Confederate defensive line located on 16th Section land in Grenada County.
Please let me know if the Secretary of State's office can be of further assistance to you.
