In early June, 1864 Grant decided to destroy the Virginia Central Railroad, Richmond's main supply line to the west. On June 5th he ordered Sheridan to ride to Charlottesville, there to join Maj. Gen. David Hunter and his Army of the Shenandoah, which was moving up the Shenandoah Valley. Sheridan’s and Hunter’s combined force would destroy the railroad bridge over the Rivanna River and head back to Grant, destroying the track as far east as Hanover Junction and then join the Army of the Potomac

My question is: Why didn't Sheridan and Hunter meet at Charlottesville?
