F. Nicholson - Military Governor's Office

A friend of mine has a letter dated October 24th, 1863 from an F. G. Nicholson (not sure of the middle initial, may be a W?) addressed to Col. R. J. Lee (also not sure of the initials) who was apparantly turning 18 years old and in a "home guard." The letter is on stationary bearing the title "Headquarters Military Governor - Alexandria, VA." Found with the letter was an original photograph of Nicholson signed "Yours Truly F. G. Nicholson Lt and A.D.C." The photograph bears an impressed seal over the signature that I believe is from the Governor's office.

This letter is obviously not official though as it is hilarious in nature.

Does anyone have any information regarding these two individuals? Any suggestions where I may start looking?
