I have received the compiled military reord of James W. Barrows. Not sure if I'm still as confused or worse.
It doesn't actually give the name of the POW camp in which he was held either time he was captured but it does state that he was captured at Bristow Sta., VA. June 26,27, 1863 and was confined at Richmond, VA. June 26,29, July 1 - Aug. 25, 1863 and was paroled at City Point, VA. Aug. 29, 1863. He had to report Aug. 30-Oct 44, 1863 at Camp Parole, Md.(?)
I think on this card they have the wrong date for the year.

The second card states he was captured at Bristow Sta., VA. June 28, 1863, confined Richmond , VA. ( nothing written in giving name of POW camp). He was paroled from Wilmington, NC, March 1865 and reported at ? April 22, 1865. Admitted at US Gent(?) Hospt. Div No. 1, Annap., Md(?)

There is also a Medical Certificate from Rutland Co., VT. (his home) that the Dr. states that he is severally ill and not fit for duty for at least the next month. I can only make out or read the scurvy diagnois, but I'm assuming from the results of starvation and unknown factures due to ,is the cause of his disability. It was dated 29 June 1865.

I would have to agree with your idea he was probably held at Libby POW camp. I just haven't been able to find anything that lists the POW prisoners for Libby or Belle Island.
