Grant hoped for Confederate Deserters

What did Grant mean by this statement regarding desertion:

Grant refused, noting in his Memoir, deserting “was precisely what I expected and hoped they would do.”

Was it an underlying tactic for the Union to win? I mean, Grant knew the Confederate soldiers were disenchanted (if that is a good word, not an expert here) and when deserters went home the sentiment would spread causing more desertion.

Or, was he sick hearted about brother fighting brother?

I am reading articles regarding desertion. I have such a better understanding now. I am confused though, some deserters were march in front of their unit, made to kneel, and then shot in the head. Others were never chased down or when some soldiers came back after an absence (for helping his family), there was no punishment.

Any references of books regarding this issue is welcomed and, as usual, your opinions and knowledge is respected. Regards
