Were passports req'd to cross Red River?

Passports required to cross Red River from 1861-1865?
.
Question: Why did the residents of Indian Territory who were rather well-to-do and
politically well connected had no problems crossing Red River between 1861-1865 while
the poor were starving and freezing in mud huts on the North bank of Red River?
.
This question is addressed in two sections of my web page:

.
1) What are the proofs that passports were required to cross Red River? ...Answers may be found in WPA Interviews of the 1930s, e.g., Indian Pioneer Papers (IPP).
.
2) Who could issue passports?

Please send any examples that have crossed your desk. ..I study the last year of the war and it seems that the number of passports increased toward the end of the War.

I would appreciate your glancing at my "passports" web page and commenting.
