I would lean toward the examination boards. He was brevetted a 2d Lt during a campaign and the rank was apparently not permanent. Then the examinations came out. A lot of officers who who were temporarily commissioned during the active campaigns were reduced by these boards, especially as more officers were rejoining their commands during the break in mid-1863. Learning the tactics and manuals in the field was difficult.
