Have you tried looking into the Union Provost Marshal records? I believe they are available on micro-film in Nashville. The problem is they are not organized in any way (e.g. time, county, names). Citizens who had an axe to grind ratted on each other to the Provost Marshal. There would have been a lot of ratting against pro-Confederate people in East TN.
