Persons wishing to send letters to the United States will carefully observe the following directions:
1. Letters must have on the envelope, in addition to the address of the persons for whom they are intended, "via Norfolk and Flag of Truce."
2. Write not more than one page.
3. Enclose money to pay United States Postage.
4. Do not address letters to Gen. Huger.
