600,000.
I've seen that estimate before but it can't be right. On April 30, 1863, the army had almost 500,000 on the rolls. How many died or were discharged prior to that date?...and how many joined after that date? Both of those numbers would have to be added to the 500,000.

I sort of doubt that Samuel Cooper approved the calculations since he was adjutant and inspector general for most of the war.
