There is a book called "Lincoln and The War Governors" published in 1948. It covers the conflict between Lincoln and the Northern States Governors who were pulling the strings of war against the South. Lincoln was their puppet until somewhere mid-war he discovered he would take power away from them and dictate how the war would run. During this power struggle Lincoln was fighting a war against the Southern secession and the possible breakup of the North. Fremont was named as the possible new president of a breakaway faction of Northeastern States. This was the political condition Lincoln faced when he signed the passive Emancipation Proclamation. With this proclamation, the suspension of the habeas corpus, the political prisons, laws against free speech, and polling centers ran the armed Federal forces, Lincoln gained control of the Northern States as the supreme leader.
