It is a mystery to me that in February 1862 their were thousands men in the area of West Tennessee willing to fight for the Confederates but no arms were available, but by April there were enough arms to outfit a much larger offensive against Grant at Shilo. The organization and direction of operations in the West at this time was very poor and down right criminal by military standards.
