Pay for Appomattox Confederates?

The following was printed in the Shenandoah Herald, Woodstock, Shenandoah County, VA, 8 June 1900, pg. 2, col. 6.

"Congress Passes a Law to Pay Confederate Soldiers for Losses Sustained

Congress has passed a bill to pay Confederate soldiers for losses growing out of the civil war. It was a bill introduced by Mr. Coxe, of Tennessee, to pay the Confederate soldiers who surrendered at Appamattox [sic], for the loss of horses, side arms and baggage, taken from them in violation of the terms of Lee's capitulation to Grant, by which officers and men of Lee's army were allowed to retain their baggage, side arms and horses. The bill originally carried $200,000, but the specific sum was stricken out and the appropriation made indefinite."

Anyone with knowledge of this? Did this bill actually pass both houses and become law?
