I would speculate that General Early may have taken some outer works but then what.. Substantial federal troops were rushing to Washington and would have arrived late the next day or soon thereafter. He could have moved his small army into the city but could they be kept together and disciplined. Lincoln would have easily fled capture.The federals would have fought for Washington for sure but recollect Stalingrad and Berlin. A big city fight is nasty and becomes a slugfest and numbers usually win the day.

Most certainly Lee down in Richmond would have benefitted more and the morale of the northerners depressed considerably at least perhaps until Early withdrew or was driven out.

My personal opinion the great opportunity of the South was lost at Gettysburg late on the first day and early on the second.
