Laws of the latest date I could find in South Carolina -1848- state that a free black could have a weapon
with a written permit from his guardian. A slave could have a weapon but only under certain limited conditions-
with written permission from his master and "in the company and presence of some white person" or
"within the limits of his master's plantation."
