In 1963 "Bull" Connor represented one of two governing bodies of the City of Birmingham. Voters had changed the form of government from a commission to a mayor-council, but the commissioners refused to recognize the change. During the turmoil in Birmingham that summer, commissioners met in council chambers during the morning; the mayor and council met in that room after lunch.
