In reality there were a large number of Confederate members of the Confederate armed services that were not citizens or full citizens; native americans, non-naturalized foriegners, freedmen, slaves, etc.
The main goal of the SCV used to be to "remember" those who served not so much to honor "citizen soldiers" (a badly worded intro by the SCV in my opinion), and the writer of the ariticle seems to have lost that point.
Another distinction to the classification of a Confederate soldier was "volunteer" vs "conscript"; how is that handled by SCV? I don't believe it matters, they all served.
