What about Article I Section 9? "No bill of attainder, ex post facto law, or law denying or impairing the right of property in negro slaves shall be passed."
Free states need not apply if citizens of those states intended to restrict or prohibit the right to own slave property. For example, if Wisconsin wanted to join the Confederacy, laws of that state could not be in conflict with Confederate law concerning slavery.
