Sorry, I haven't done a study of Civil War pensions. I would be surprised if there were pensions for civilian employees whether they were black or white. It would be interesting to see if the legislative history of the southern states that extended pensions to non-soldier support personnel contain any discussion regarding their decision.

As an aside, I know the process of getting the pension could be frustrating. My g-g-uncle's paper's (he was a captain in the M.S.M. cavalry) contains post-war correspondence regarding his own claim and member's of his former command requesting statements to support their pension claims, as well as advertisements from lawyer's to help pursue pension claims.
